From what I understood Bord Gais made a commitment to undercut ESB prices by between 10% and 14% for the next 3 years. Airtricity by upto 13%.

Looks like the motivation is to free up more spaces for short term use, and discourage commuter use.
Apparently 90% of spaces are taken in parts of the city center - searching for a space contributes to traffic congestion.
